Bug in 1.3 - URL Links are wrong

We have a bug in the 1.3 release when ESME runs in Tomcat.

Links to users in the main message display have the wrong URL (for
example, http://localhost:8080/esme/esme/user/test2 instead of
http://localhost:8080/esme/user/test2).

I've created a JIRA item for the bug:
