Remove "org.apache.stratos.mediator.autoscale" component and feature

Hi,

It is possible to do $subject as we are no longer using it. I'm keeping it
as its until the products(ELB and CC) get rid of them. ELB has dropped it
already.  Please remove them when CC is removing the reference.
