Well, nothing about our bug tracker system stopped David from filing
issues; only lack of time on his part stopped him.

And once a patch is posted to the mailing list, it's supposed to get an
issue if it's not applied quickly or responded to.  So our issue tracker
filters were not the cause of any of the problems in this specific case,
right?
