[I] fix quic server [iggy]
numinnex opened a new issue, #1935:

On branch - `io_uring_tpc`.
Currently our QUIC listener is broken, due to it being dependent on the `tokio` runtime. We should search for alternatives (maybe `quiche` as it uses `sans-io` approach therefore it isn't dependent on any async runtime).
