   Fixes #2166.
   
   Adds `sitemap.emitOutlinks.max`, the sitemap counterpart of `parser.emitOutlinks.max.per.page`. Default -1 (no limit). When it trims, a warning is logged and the sitemap is still marked FETCHED. For a sitemap index it caps the child sitemaps it lists.
   
   This is only a partial mitigation: the URLs have already been parsed when the cap applies, so it limits what reaches the status stream, not the memory used by the parse. The parser side is crawler-commons/crawler-commons#611.
