refactor(skills): genericize governance vocabulary in agnostic families (#633)
* refactor(skills): genericize governance vocabulary in agnostic families
Replace bare ASF governance vocabulary with the `<governance-body>`
placeholder (and DCO for the contributor-agreement mention) in the
organization-agnostic skill families, so the prose resolves correctly
for any organization — `<governance-body>` → "PMC" for ASF (via
organizations/ASF/), "maintainers" for independent.
Touched (agnostic families only): security-issue-sync, security-issue-
import-from-pr, write-skill (+ scaffold + checklist), setup/verify.md,
issue-triage. `PMC-private` → `<governance-body>-private`,
`PMC member(s)`/`PMC-gated`/`non-PMC`/`PMC-authenticated` likewise;
`CLA / ICLA` → `CLA / DCO`.
Deliberately kept (not coupling to sweep):
- the `pmc_member` user-config field and its explanatory prose in
setup/adopt.md (renaming the schema field is a separate refactor);
- the prompt-injection example in security-issue-triage ("...PMC
members", quoted adversarial text);
- skill-reconciler's detection example that names "ASF PMC roles" on
purpose (it documents what the reconciler flags as ASF coupling).
The ASF-scoped families (release-management, contributor-growth) are
left as-is — they carry organization: ASF by design.
Validator EXIT 0; asf-coupling soft-warning count drops accordingly.

* refactor(issue-triage): use "licence agreement" instead of "CLA / DCO"
Generalise the contributor-side fact further: "licence agreement"
covers ICLA / CLA / DCO / none without naming a specific mechanism.
