After the server -> [server/tserver, server/master, server/gc, etc] maven module movement, some modules did not retain Log4j configuration on the test-classpath which keeps any logging from occurring during unit tests.

Identify modules missing a log4j.properties in src/test/resources and ensure that an appender is configured.
