Please welcome Shameera Rathnayaka as a new committer

The Axis Project Management Committee (PMC, see [1]) is pleased to
announce that Shameera Rathnayaka has accepted the invitation to
become a committer and PMC member.

Shameera Rathnayaka has been a long time contributor for Axis2
project. He started his contributions to the project with supporting
java Enum support to POJO and did his GSoc project on improving axis2
json support. Mean time he has been contributing in user list as well.

The PMC voted to invite him/her to join as per the Apache process.
There were 10 +1 votes and no -1 votes.
