[WIP]Bad record making configurable empty data not a bad record.

- [ ] Make sure tests pass via `mvn clean verify`. (Even better, enable

[Individual Contributor License Agreement](https://www.apache.org/licenses/icla.txt).

- What manual testing you have done?
- Any additional information to help reviewers in testing this change.

when value is empty there will be two decision to be take
1. empty is good
2. empty data is bad
