Video tutorial for building SINGA on Windows

Dear All,

I would like to share with you a video that shows the steps of building
SINGA on Windows with Python support. This can be useful for two things:

1. For users, it is a step for completing the issue "Windows Installer"  (
https://issues.apache.org/jira/projects/SINGA/issues/SINGA-294). The next
step is to automate the building and generate an installation package for
Windows to simplify the process and save time and effort and allow more
users to get started quickly.

2. For developers, it allows the system engineers to use developing and
testing tools, which are available on Windows operating systems. Some tools
that trace and monitor system resources such as the memory, CPU and GPU are
available on Windows only.
