T_ prefixes on sandbox rules

sandbox peeps:

So, due to the changes made just before xmas, the sandbox rules no longer
need the "T_" prefix, and if one is found, it implies "tflags nopublish"
-- in other words, it indicates that that rule is not considered
publishable.

This means that if you have rules in a sandbox that you think *are*
suitable for publishing, you need to remove the T_ prefix. The mkrules
compiler will add a T_ prefix when compiling, if a rule doesn't yet
qualify for promotion to the "active list", so you don't have to worry
about it ;)

(Having said that, if you have rules in your sandbox that you definitely
do not want published yet, you can leave the T_ prefix on those.)

I've already taken the liberty of removing the T_ prefix from
T_GEO_QUERY_STRING as a test btw ;)
