[PR] ci: make check compliance job a bit more robust [mynewt-core]

this runs on ubunutu-slim and has 15 minutes timeout; occasionally apt-get gets stuck when donloading packages resulting job cancellation; force shorter timeout for apt-get tools in hope for improving this congestions
