[PR] TS SDK: Reject triggerDagRun tasks in dag.if and dag.switch [airflow]

## Why
- `dag.if` and `dag.switch` need a handler that returns the decision.
- A `triggerDagRun` task passed past the types was accepted and failed only when the task ran, with an unclear error.
## How
- Reject a `triggerDagRun` task in the shared decider placement, so both `dag.if` and `dag.switch` fail when the Dag is declared.
