hawq restart actually runs hawq stop and then hawq start.
In case hawq stop fails, hawq start still runs.
That is intentional in case the segments or master were already down, and so stop failed. But in case the segments or master failed to stop and the command timed out, the start should not run, and we should exit immediately with an appropriate error code and message.
