Apache 2.0.43 won't start with mod_dav_svn.so under Windows

I just installed Apache 2.0.43 and have a
mod_dav_svn.so built against 2.0.43 and copied it into
apache's modules dir.  I'm running WinXP and when I
try to start apache with the following lines
uncommented, apache will not start and gives no errors
in log or in console.  apache starts fine if I comment
out the mod_dav_svn.so line.

LoadModule dav_module modules/mod_dav.so
LoadModule dav_svn_module modules/mod_dav_svn.so

Any ideas?
