They both are implementations of SCA. Fabric3 is derived from an old
version of the Tuscany code. The licensing is different, Tuscany uses
the very liberal Apache License. Both Fabric3 and Tuscany provide
non-standard extensions to SCA over what is defined by the OASIS SCA
specifications but if you write applications which used just the
standard OASIS defined function then in theory it should run in both
Fabric3 and Tuscany. Tuscany passes all the current OASIS
specification conformance test suites, AFAIK Fabric3 has not yet done
that.
