   #### Expected behavior
   
   reader should recognize partitioned topic and work with them 
   
   #### Actual behavior
   
   reader creates a non-partition topic even partitioned ones exist
   
   #### Steps to reproduce
   
   create reader on a partitioned-topic
   
   #### System configuration
   **Pulsar version**: 2.9.2
