Are you talking about putting Etch artifacts in the repository or how
to create a Maven plugin for Etch?

If the former;
Take a look at
    http://maven.apache.org/guides/mini/guide-central-repository-upload.html
and
    http://www.apache.org/dev/release-publishing.html#maven-repo

Note that incubating projects must maintain the 'incubating' tag in the version.
