    LGTM.  This change makes the VPC router behave the same way as the Isolated Guest Network router.  eg: https://github.com/myENA/cloudstack/blob/450deed8472c06c4fec88e045bef28091502c638/systemvm/patches/debian/config/etc/init.d/cloud-early-config#L959
