[Bug 3319] should uri_to_domain return undef for relative uri's ?

For completeness it would probably be nice if any relative URIs were resolved
into their absolute (fully qualified) URIs.  I suppose return both.  But for
purposes of spam detection only the local base URI would need to be returned. 
So I'd call it a style or theoretical correctness question more than a practical
one.
