Big +1 on this one, some other apache projects produce and publish master's javadoc as part of the CI, I have alreayd proposed something similar to this in the past (see BEAM-385).
Other interesting idea would be to host the javadoc in a different server than asf-site, but well that's worth other JIRA + discussion.
