jclouds needs to move its dist path from incubator to top-level, e.g., from:

https://dist.apache.org/repos/dist/dev/incubator/jclouds/

to

https://dist.apache.org/repos/dist/dev/jclouds/

However, I lack karma to do this myself:

$ svn mkdir https://dist.apache.org/repos/dist/dev/jclouds -m 'Add path for jclouds'
svn: access to '/repos/dist/!svn/ver/3610/dev' forbidden
