Reply-To for issues@stdcxx.a.o

The Reply-To address for the issues list is set to issues@stdcxx.a.o.
I'm wondering if that's what we want. Shouldn't it be set to dev like
the commits list is?

  Definitely, it's makes sense.

  If someone wants to write to the issues list, lets post comment on the
issue :)

That is what it used to do, right?

Seems that it should because not everyone is subscribed to issues@ or
they might have filters setup to ignore them. If this is the case then
they wouldn't have a chance to get involved with development related
discussions spawned from changes to a jira issue.
