Removing zarkov integration from Allura

Does anyone use the zarkov[1] integration with Allura?  I suspect not since it's
not on by default and requires running the zarkov system and writing zarkov
tasks to do something interesting with the Allura events.

We had been using it at SourceForge but are no longer.  If nobody else is using
it I think it'd make sense to remove it altogether from the Allura code.
