   `traffic_stats/vendor` directory is missing the `lib/go-tc` directory (included by `traffic_ops/client`,  which **is** in the vendor directory via a soft link).
   
   This causes issues with the build script with certain configurations -- notably `go version` == 1.9.4.  It also automatically grabs that directory from github master rather than the current source directory.
