[VOTE] Release Apache YuniKorn 1.3.0 RC1
Hello everyone,
I’d like to call a vote for releasing Apache YuniKorn 1.3.0 RC1.
The release artifacts have been uploaded here:

One the release is voted on and approved, all repos will be tagged 1.3.0
for consistency.

- Ran simple applications on local k8s Desktop cluster (K8s v1.25)
- Deployed arm64 to 10-node EKS cluster and ran simple applications
- Checked UI, queue structure, application status
- Checked application summary report
- Done queue modification without redeploying Yunikorn and verified the
change at UI

I did notice some rendering issues in the web UI, but this is a known regression since the Angular 16 update. I don’t consider it a blocker for the release, and all functionality seems to work.
