[PR] docs: link runtime contracts from the documentation index [maka]

garvit-arora opened a new pull request, #6081:
URL: https://github.com/apache/maka/pull/6081

   ## Summary

Add two missing entry points to the Runtime section of the documentation index: the current history-compaction/checkpoint contract and the local execution-persistence boundary. The index's existing relative links resolve; this change keeps the authority map aligned with current documents and implementation.

   Refs #3522 (Index slice)

   ## Verification

   - Checked that the relative links in `docs/README.md` resolve.
   - Traced the new persistence link to `ExecutionPersistenceProvider` and `localExecutionPersistenceProvider` in current source; the compaction document marks its implementation as current.
   - No test suite run; this changes documentation links only.

   ## AI use

   - [ ] No generative tool made a substantive contribution
   - [x] Generative tooling made a substantive contribution

Tool(s) and scope: Codex audited the index and drafted the two links.

   ## Checklist

   - [ ] Tests cover the change and fail without it
   - [ ] Lint, format, typecheck and the affected suites pass locally

Does this PR entail a change in behavior?

   - [ ] Yes — described under Summary above
   - [x] No
