As far as I know Apache SSHD is compatible with SSH v1, however its defaults are geared towards v2. I admit I have never looked  into the possibility of setting it up for v1 compatibility since v2 is the de-facto prevailing standard. There is nothing a-priori that comes to mind to preclude such a setup, although I suspect support for old/obsolete KEX, ciphers, signatures is lacking.
