We should have some small, useful examples of using libhdfs++.  I took the cat utility from HDFS-9272 and repackaged it as a stand-alone example that can be compiled and run independently of the rest of the libhdfs++ project.

It needs a little bit of work in using the current Options objects, but it shows how to compile and link to libhdfs++.
