[snickers] Should we separate the BER Decoder from the digester?

Alan,

What do you think about making the digester a separate maven project
from the decoder?  I'm starting to think this may be a good route to go
for us since we may throw it away when your compiler is ready.  Plus the
decoder is distinct and need not be cluttered by the digester code.
