newbie tickets

Folks,

We have had requests for projects from people looking to get involved with
Accumulo. If you know of new feature, improvement, or bug fix requests that
would be accessible to developers who are new to Accumulo, please generate
some tickets with the label "newbie", or mark existing tickets as such. If
everyone can take 5 minutes to do so then we should be able to remove a big
impediment to growing the development team.
