'System' instead of 'String' in XMLCatalogHandler

Hi,

I've noticed that in org.apache.xerces.readers.XMLCatalogHandler, the
'removePublicMapping' takes a 'System' argument whereas it should be (I think) a 'String'.
Can someone take a quick look at it and explain to me if I missed something.
