    Allow manual runs of the `build` workflow (#499)
    
    Dependabot PRs are auto-merged with `GITHUB_TOKEN`, and GitHub creates
    no `push` run for such merge commits. Until a human merge lands, trunk
    gets no build and no snapshot. `workflow_dispatch` lets us trigger one.
