sa-compile fails after upgrading to Ubuntu 12.10

Sa-compile says:

I don't  know where that Makefile.PL is, and I could not found
INSTALL_BASE from sa-compile script. What does this mean?

Looks promising like something in your profile on your system has 
INSTALL_BASE defined?
