Hi Guys, I have done this for you on Buildbot, see http://ci.apache.org/projects/etch/rat-output.html and http://ci.apache.org/projects/rat-master-summary.html .

There are no notifications as such, but every commit made to the project triggers another complete check of the code base and results posted immediatly to the first url above with the second url updating every hour. Soon I will set up mail notifications to send a once a week reminder to those participating projects that have license header issues.

Let me know if this is sufficient to close this issue. We should add a link in the docs somewhere to point to the RAT results url above.
