CentOS 8
### RocketMQ version
4.9.8 and 5.3.1
### JDK Version
1.8.0
### Describe the Bug
Create blank consumer group with mqadmin:
Broker subGroup config:
Use benchmark tools to consume it but failed:
### Steps to Reproduce
In any version, use mqadmin to create empty consume group.
### What Did You Expect to See?
Broker should forbidden to create empty consumer group.
### What Did You See Instead?
Create empty consumer group success.

The UpdateSubGroup operation lacks verification when the consumer group name is empty. Have you submitted the fixed PR now?If not, I will submit a PR to try to fix it.
