hadoop-0.23.2

We've been doing a bunch of testing with hadoop-0.23.2 and I think it's ready to roll.

I'll go ahead and roll an RC later today.

Also, since we only have branch-0.23.2 after the rename last night, I'll go ahead and rename it to branch-0.23.
