[VOTE] Mavenizing

For those that don't know, Maven is a project management tool that includes ant-like functions and forrest-like functions.  Many other projects in the Portals space are already using it.  It would allow us to more easily separate the code into modules like Producer, Consumer and Common.

Diego has already volunteered to do the work.

We recently moved the Jetspeed repos over to SVN
The infrastructure team were very helpful and it went without problem
