   It historically was actually more a one person decision which went out of control. Happened in around 2011 or so. We had tons of troubles due to that already. So we should start a decision on the list to discuss this more broadly. As an old ASF saying goes: if it didn't happen on the list, it didn't happen.
   
   PS: I don't blame anyone for not knowing those old stories. I perfectly understand that you folks do a great job and just want to keep things solid and uniform.
