file uploading and tomcat user

 Hi
 
 I am uploading some files thru tomcat, I got owner of those file tomcat4.
 That is not allowed to download thru ftp user.
 
 Please suggest me how i can make this correct. Is there any system command
 by which i can changes ownnership.
