HADOOP JIRA near full of contributors, error message not helpful
FYI, ran into trouble adding a new contributor in the HADOOP common project
(https://issues.apache.org/jira/browse/INFRA-7293). Looks like we've hit
the limit for contributors, but the error message is not very helpful.
Suresh has cleaned up some, but would be good to keep in mind in the future
when adding people.

Had the same problem recently. BTW it's the same for common and HDFS.
I ended up adding contributors via jira CLI. Worked well.
I guess it's the web UI limitation.
