Jspc can't be used to compile the entire web application

The simples example which is fail for me is to compile the standard /admin 
application. The generated web.xml include to web.xml fails on parsing. It 
looks like jspc can't handle JSP's in the subrirectories correctly.

My suggestion is to add an unit test for jspc that will build /admin 
application with all precompiled JSP's.
