Attached updates the stats viewer to:

1) Use Velocity templates instead of rendering all of the HTML directly.
2) Plot histograms/recent rpc data in nice pretty charts

All of the cs/jss files attached here are borrowed open-source code. The main files to review are:

ivy.xml
StatsServlet.java
statsview.vm
TestStatsPluginAndServlet.java

This patch depends on the following outstanding patches:

AVRO-584.patch.v3.txt
AVRO-578.patch.v5
