[CANCEL][VOTE] Apache Artemis 1.4.0

Fair enough...


Lets cancel the vote based on John Ament feedback then.


I won't be available to redo the release right away. So I plan to redo
the release next week between Tuesday and Wed. I will send a separate
HEADSUP email.
