2 cents:

On 1) I think this should not be limited to downloads. Any webservice should be able to defer an agent request.

On 2) What will be our default implementation (Eg. Configurable max concurrent requests)? It should indeed be pluggable; a use-case discussed is lazy deployment store calculation. In this case the logic should issue a retry-after for targets request a version list where the calculated deployment store is out of date.
