looking for listener scripts

I need to kick off my build and various other jobs with a listener
script.  I am using Subversion and CollabNet's Project Tracker.  I need
a listener script to monitor the traffic from Project Tracker and change
permissions to commit and start a build.  Does anyone know if there are
any template type scripts available for this?
