Merging and mime-types
I'd like to propose an extension to merging. I'd like to be able to
register a merge-program for a particular mime-type, which knows how to
take two versions and produce a merged output. In this way, we can start
merging things like OpenOffice documents, which are mostly text, but
which are packaged up in .jar files.

The project does not use the 'vote' field for prioritisation though, so
adding comments about needing it would be your best chance of being heard I
guess...

You need to have a 'role' on the project to annotate its issues.
Request an Observer role.

Yes, such an enhancement was requested about a year ago, in issue 1202.
It would be a nice thing.
