I agree that this solution should fall in the HR domain. It is an enough fit, as these kind of ESS solutions are often paid from HR innovation budgets. And yes, it should interface with accounting with respect to generated gl transactions.

But, we should reconsiders bloating the accounting and humanres components with these kinds of add-ons. Both applications are already crowded.

In stead of piling on we could - and in my opinion we should - create this a separate solution, like many other kinds of functionalities (e.g. the payment and logistic service solutions integrated in resp. accounting and product). That way users have a choice to implement it or not. 

Moreover, 

Have a look at https://demo.orrtiz.com/essterr/control/viewExpenseReport?expenseReportId=10000 to see how we did the Expense Reporting as a separate application.
Use the following credentials to login:
* userid: *strong* brewmeister
* password: *strong* orrtiz
* tenantId: *strong* 4brewery

That might give an impression.
