I've discovered while running reef-tests on Mesos that the status of some of the finished tasks are marked as "STARTING" on Mesos Web UI. I suspect it is caused by Mesos driver stopping before acknowledging TASK_FINISHED.

Even though it does not seem to affect the correctness of REEF jobs on Mesos, wrong status on WEB UI confuses users.

We should identify the root cause of this problem and fix it.
