1) don't top post.

2) set the score in local.cf for the spf rules to 0.  then, in the  
users where you WANT spf, set the scores in their user_prefs to the  
default numbers.

Aye, the allow_user_rules is really done to prevent them from adding
regexes, or other configuration options that could significantly bog
down the server if abused.

Changing the score doesn't really slow down sa.. so, more power to em.

You do NOT need that to adjust scores in per user user_prefs files. You
will need that only, if you want to allow users to define new rules.

Any user always can set the score.

You should be able to modify scores at a user level by enabling user rules

allow_user_rules 1

By default it is turned off.
